This is my first time using carbon fiber.
I have some tear out around the screwholes where I drilled.
Is this fixable or scrap?

Yes, I think you make be able to fix that. Place some tape over the bottom of the bad holes and fill the holes with gap filling thick CA glue.Actually that should be over fill the holes. Perhaps even use some spray hardener in a light spray. Wait for at least one day and drill again starting from the bottom for the screw clearance hole. Refinish. If it doesn't work the first time try again. I hope this helps.

I stick paper soaked in CA over the parts I am about to drill to reduce tear out.

Yes , fresh drills and always put under the scale some flat plate of aluminium when you drill hole .

Plus 1 on this. Drill laminates and especially woven things with very sharp drills, and against an aluminum plate. Even hard wood may give enough to get tear out. CF and G-10 will dull a bit in one hole.
