Cardboard sheath tags

I have noticed that in pictures of a Bussekin knife and cardboard sheath, some have two tags-- the black and white "Knife Sharpened by" with a name and the orange and black "INSPECTED By" with a number. This is the case in my only new Bussekin. Other pictures I have seen show only one tag, the orange one and has no number written on it. Why would that happen?

The Custom Shop and proto knifes are tagged like that, at least the ones i have.
