Is this is a Tony Bose Collaberation knife?

With the Damascus blade I suspect it might be. However, I don't know for sure.
Does Case use Damascus to accentuate certain covers, or for a "dress"/"Go to 'Meetin" knife/Special Case Collector's Club Edition, etc. that isn't a SFO?

No, no Collabs made as the Teardrop pattern. It's a TB inspired knife like the Swayback Jack /Gent- which also appears in Damascus. Another point: Collabs are all steel construction and don't harbour brass....
