Isn't it kind of strange that most of the Case Classics were actually made by Queen? To me this would be like G.M. having Ford build their Cadillac's.

That point isn't lost among Case fans, and highlights one of many questionable decisions made by Case's 'management' at the time (search the Traditional forum and Bernard Levine's forum for 'Jim Parker'). That's a whole other story...

There are some that say that Bluegrass Cutlery possessed the older Case tooling and made a number of the Classics???

Apparently, Bluegrass Cutlery was just a wholesaler or distributor, and contracted Queen to build knives for them. Here's a thread regarding Bluegrass Cutlery, and a pertinent quote in that thread:

Blue Grass Cutlery is just a contractor, they do not actually make any knives.

That particular knife was made by Queen, and most every Queen contract knife I have seen done for B.C.G. has been VERY nice.

Yep, they are indeed Queen made. After Jim Parker lost Case, he still retained the rights to certain Classics patterns and had them made up. The fit and finish on the ones Ive seen are pretty awesome. I have this medium toothpick and minus some gaps on the backspring, its a pretty fine knife. Definitely an oddball and I find the history of Jim Parker pretty interesting.

Awesome quality.
Here's my one example. Serial number 0000. :D

(Thanks, Gus!)

So then, is this cigar whittler made by Queen as well? It's stamped 1990, Proto.

I have another of the same pattern, but in goldenrod jig bone (stamped 1992) - it has the same shield as on puukkoman's above, and just a single pull.

Yessir, it is. The years they were produced was 1990 to 1995 and to my knowledge they all use the Case Brothers tang stamp as pictured above with the appropriate year.
