case cv congress?

Not in their current catalogue. I would love one too, but they're hard to find. They can be found on the secondary market but it's not easy. I have not yet been successful.

There are several other manufacturers who make a carbon steel congress though; Boker and Moore Maker both do very fine models, as do Great Eastern Cutlery, Hen & Rooster, Carl Schlieper, Fredrich Olbertz, and J.A.Henckles to name but a few. :)
 
There was one for sale in the Traditional Classifieds right here on Blade Forums just a few hours ago - might still be there. OH

Does GEC still make a congress pattern (four blade)? I know they did some runs in maybe 2009 or 2010 but I have not seen any made since then.

It has been a number of years since they were made but they're still available with most GEC dealers. Their Congress patterns aren't as popular as some other of GEC's offerings. I'm a big fan though.

Remember GEC doesn't have a production catalogue in the same way as for instance wrcase. They make a small limited run of a pattern in various different clothing as it were, then move onto something new. Often returning to do a revisit with yet again, different options.
