I would not consider myself a Spyderco "expert" but I do own several (PE Military S30V; Navigator; FRN Native; Chinook; Catcherman; Ladybug).

Just got a Carbon Fiber Delica from Bayou LaFourche and have observed it is lined on only one side...which is very likely the way it was designed but having never noticed this feature before was wondering what's the thinking here?
 
I think the thinking is that CF is strong enough as it is, and doesn't really need 2 liners.

The CF Military Proto that I handled at Blade had less handle flex than my G10 AFCK with dual liners.
 
The steel liner also gives the clip screws something stronger to thread into.
 
Exactly. For the same reason they used a steel liner at the G-10 Rookie or the Standard. Initially, they were linerless, but the clip screws didn't hold up. G-10 (or CF, for that matter) is itself strong enough for a knife handles - no need for steel liners, except to hold the clip screws.
 
They could have machined a recess and used the same method that they use for the FRN Delica and it would have been ambidextrous. Still it is not too thick of a handle. I would have preferred that the clip have been mounted similar to the Standard, ie at the top tip down for deep carry.
