CF Police -- need help

I just recently bought my second CF Police and have noticed it is not as smooth as the first one (which is perfect), when i put my thumb in the spyderhole and open her up the top of the blade down by the false edge rubs against the steel liner a tiny bit (you can hear the metal to metal contact) requiring extra effort to open.. now If i loosen the screw that holds the blade in place can i re-center it? or is that not what thats there for?

I'd prefer not to send it to spyderco as In canada and shipping across the border can be lame at times.
