These Champagne nippers were used to cut the wire cage on champagne bottles before they became twist off circa 1920s. The oldest has the Royal Warrant for William the IV circa 1830-37.

Any idea on the reason for the brush on the end? I'd imagine to clean the mouth of the bottle once the cork is removed but didn't know of any other use.

Neat little too.
 
I could be wrong. But I believe as the bottles sit, the cork can become moldy. Or the bottle may get extremely dusty. Either way, I'd imagine it is to clean it off before opening. You wouldn't want dirt getting into your drink.
