China's unofficial message to Nepal

This interview is from June 30, I just ran across it now:

The give-away line is at the beginning:

It’s the beginning of the transformation of a feudal society into a democratic culture.

Since every Asian-Pacific scholar is well aware that feudalism was unique to medieval Europe and (possibly) medieval Japan, why begin with this idiotic party line? Two possibilities:

1) Dr. Wang, an intelligent modern scholar, is subtly telling us that he is deliverying a message from someone else.
2) Dr. Wang, a stupid party hack, is always delivering a message from someone else.

In case anyone missed this, China backed Nepal's royal government until April 2006, when it became obvious they'd put their money on the wrong horse.
