Chinese damast knife and rust?!?

I'm interested in knives a few weeks.
Today, I got a lesson. Now I know that I should not buy a Chinese knife.
I bought Welde WH03DM for about 90$.
I am aware of that damast steel, which costs 90$ is not very high quality. But what I saw on the top of the blade, just shocked me. There is many small dents and red spots. I'm afraid that this is rust.
My first knife CRKT Deviation was only a little bit cheaper but there is no such visible defects.
I still like how this Welde looks. But the think that these spots can be a rust makes me afraid.
The knife was bought online, so I can return it. I would like to know your opinion. Is it possible that this is rust? Should I return the knife?

Doesn't look bad to me.

Btw just because you've had an unpleasant experience with a Chinese knife doesn't mean you should stay away from all of them.
I'm not huge on Chinese knives but it's known they can produce a good knife, you just have to know what's what because there also lots of shadiness.
 
Those pits don't appear to be from rust. It just looks like the top portion of the blade and spine were left in a rougher "forge finish" state for aesthetic reasons.
 
I would return it for an exchange. From the few images of the Welde WH03DM I found online (they seem to be all in Polish) the spine seems to look clean. Not like yours.
 
This Chinese bashing seems to be getting out of hand. :rolleyes: Many USA knives are great, and many are :poop:. I have some VERY well done Chinese knives (and Italian, American, French, etc.). Why the country of manufacture bashing? o_O How about just showing a knife which is (to the OP) subpar and stating why It is so, no need to vilify the country of origin. :(
