Oh, that. They want to get the text picked up by search index engines. BF is a popular forum and is heavily indexed, so the stuff in those posts will end up in search results. We are not the target audience. Just a delivery mechanism to get the posts on Google / Yandex / whatever.

I believe they are offering services to Chinese-speaking people who want to acquire fraudulent diplomas from American and Canadian universities, and providing a link to a WeChat group where customers can inquire further.
