mix it with nothing.
that's what i've done with HA powder. i have a very small and fine "flour sifter" (had to google this one to translate from french, sorry if it means nothing) i put a very tiny amount on it and gently tap to distribute the powder evenly on the strop. then rub it in with my finger or a clean rag or whatever (take care it stains .... obviously).
that's all it needs to load your leather, it will embed itself and imho it's way better in powder form than in liquid, paste or stick ... but if you absolutely want to have it liquid, HA's liquid is just CrO in water and some kind of detergent iirc.
