Chromium Oxide use???

My Chromium Oxide powder has arrived. I've read about using it on a leather strop and something about paper. HOW do I apply it and ON WHAT can I apply it besides smooth leather?
 
I've never used Chromium Oxide powder before, but I do have experience with the Hand American Liquid. I believe that you can mix the powder with a wet ingredient (mineral oil?) to form a slurry that you could apply to leather. When I use my Chromium Oxide Liquid, I just apply it to a clean page of a notebook with a piece of cloth or sponge. Then I strop and just throw the used notebook page away. I'm sure someone will correct me if I've lead you astray, but hopefully this will get you started.
 
You can use it pretty much on anything, but most commonly: Leather, cardboard, softwood. If you find that it doesn't stay on the surface, just mix the powder with a couple drops of mineral oil.

I use Elmer's Repositionable glue stick to fasten printer paper on glass. I then smear the paper with dry CrO powder from HA. I dab a rolled up tissue in the powder and then rub it on the paper in a circular motion. It doesn't take much. I actually like this better than the leather strop approach cuz it is dead flat. This works great for my straight razor.
 
I strop my straight razor on an untreated, hanging leather strop before every shave. About 50 back and forth strokes.

I strop the razor on CrO loaded printer paper about once or twice a week. About 10 strokes.
