Cigar jack?

Here is a cigar jack with "Camillus New York USA" on the tang. No shield. Looks very similar to the #23 equal end jack with Pyroxylin handles, except no shield. Does anyone have any idea about the date on this knife? or an idea as to value?

I can tell you that the #23 was part of Camillus' regular line up until the late '80s or very early '90s. As far as value goes, I don't know.
