Citizen, or Pulsar

I'm thinking of getting a gift watch. I wear a $10 Timex and don't know anything about others, this would be for my son. He likes the Railroad-Approved Pulsar, and the Military Citizen. They're both within $10 of each other. How do you rate these 2 brands.

Citizen, definitely.

Pulsar is a secondary line of Seiko.

Citizen and Seiko are, in fact, two separate companies.
