i found an old SAK that i completely forgot i had. its a very basic one with only the large and small blade. the problem is it hasnt been used in years and im pretty sure i lost it outside for a month or two. its really really stiff to open and doesnt give any snap opening or closing. is there a way to get any life back into this knife

Soaking in something like Breakfree or oil would work, though I often use WD40 for such things. I follow the WD40 with actual oil.

Whatever you use, you want to use enough to flush out any grit that has gotten into the works. You might even consider starting the process by flushing it with warm water and dish soap, then drying it and beginning the oil treatment.

I found an old timer that was sitting in my damp basement for at least 10 years. It was rusted shut and I just used brake cleaner and a scotch brite pad to clean it. It came out pretty good. Who says 1095 will rust away :p
