Cleaning help

I'm new to knives and i'm wondering whats the best way to clean this knife. Its a boker 8593 knife thats been in a tacklebox for a while. Theirs some rust and and the blade sticks a little when trying to pull the blades out. Also one of the scales is slightly loose. Could use some help. Thanks in advance. Also being a novice just wondering what the blade on the left is.

Wipe the blades and springs with a rag damp with mineral oil until the steel no longer dirties the rag. Oil the joints. And put a good edge on the blades. The covers are plastic pinned to the liners. Without you showing the exact problem, I'd guess that it may be simplest to just put a drop of super glue or 2 part epoxy between the handle and liner.

If you don't have a small ultra sonic tank, then just soap and hot water and a stiff brush. Then air dry and oil. You can polish the blades and remove some of the rust with 0000 steel wool and some metal polish (I like Flitz). A drop of super glue should fix the loose scale; just keep it out of the spring and pivots. That's a nice Stockman pattern.
 
Do either of these pictures help you see the problem better. The scale on the right is the one that moves slightly to the left or right when touched.

Good advice so far depending how dirty the knife is you might not need to use the soap and water and just some mineral oil and wiping down might do it. For the tough to reach spots a small flat head with a good bit of gauze wrapped on the tip and damp with mineral oil like supratentorial supratentorial suggests or any sufficiently small and narrow tool wrapped and padded sufficiently to protect anything from damage.

For the covers I would look at an epoxy and gently apply it with something like a toothpick or spludger/spudger.
