I own a pool cleaning business and I use this knife everyday to open bags of salt or jugs of acid. I know this isn't the best blade for the job but it's what I'm using for now. Is there a way to clean this blade up a bit?

Maybe so steel wool or fine grit sand paper. Then sharpen the edge. I think you need a knife with H1 steel. Theres too much carbon in that blade for what you expose it to.
 
use sometype of clp or wd-40 and like stated above a cleaning brush, steel wool, or sandpaper in worst case.
 
Here's what you do. Buy some WD40, mineral oil, steel wool, and a box cutter.

Then use the boxcutter instead of that knife.
 
Barkeepers Friend powder, mixed with water to a paste consistency, does a very good job removing rust spots from stainless steel. The oxalic acid in the BKF will dissolve the rust, after which most or all of the spots can be wiped off without the need for sanding or other abrasive scrubbing. Apply the BKF paste to a small spot to test; let it sit for maybe 30 seconds to a minute, then wipe it off and rinse thoroughly. Don't leave it on the steel too long, or the oxalic acid itself might etch the steel. You likely already have some etching or pitting from the salt & acid anyway, on that blade, so it may not matter too much to you; it's your call. But the BKF does a great job with the red rust.
