Cold Steel Frontier Hawk Can't blue

So i bought "Cold Steel Frontier Hawk" and tryed to blue with "super blue". I did remove paint and then blued. But problem is that it won't blue the place near edge, with other words it does blue the part where before was a paint but not the place near edge where was no paint by default . So my question is, whats the reason i can't blue that place near edge ? Is it because of low HRC, or because other type steel than 1055 , or maybe because its more polished at that place ?

Ok i sharpened edge and now i can blue it, very strange lol

They might spray them with a thin blast of poly to prevent rust until they are sold.
