should the top or bottom of the edge stick out farther from the head? I bought a brand new axe and the bottom part of edge seems to be longer than the top part. Any help would be appreciated.

Some vintage axe heads have a shorter top because this location gets damaged more easily (hitting the ground, etc) and gets filed back over the years. Not ideal.
Since your Collins is brand new, it must be made in Mexico and the quality control doesn't have a good reputation. Maybe the guy grinding the edge was careless and overdid it at the top.
Don't know if this is a Collins, does it look like this:
