No. No it is not.
Colt doesn't make knives. This knife is offered by United Cutlery. The steel is probably 420J2 or 440A or some such thing. I like the design, but the materials and craftsmanship are sketchy at best.

The blade metal is AUS-8 stainless steel which is roughly equivalent to 440A from what I've read.
Since the knife quality seems questionable, what would be recommended as a good quality knife? I was thinking of blade length of somewhere between 4"-6". Blade types and folding or non-folding are open to suggestion.
I was thinking about getting this Benchmade Pardue Rant:
but am wondering about the overall strength of the knife since the specs state that it can be taken apart.
