I just got two "Columbia Sportswear" labeled knives at only $20 each from a mail order place. One is a 3" Walker lock folder and the other a 4" straight full tang with a fairly narrow clip blade. They are Taiwanese made and the packaging indicated they were sourced from United Cutlery.
The steel is labeled "440", I assume it's 440A, and the Rockwell hardness is not indicated. The handle scales are color anodized Aluminum
Despite the low price and the United Cutlery connection they seem pretty well made. The folder is relatively smooth to open and close and there is no play when it is open. The grind is nicely symetrical and seems well done on both. The scales and liners match up quite well.
I bought the folder to take with me on airline trips (in my checked baggage of course) since I won't be out much if it is "borrowed". The straight blade I bought on a whim. I think I got a bargain.
