So I’ve been looking into doing some composite scales and I’m trying to figure out the best way to set up a jig for it. When I say composite scales I’m not referring to the wood/resin type, but when two different materials (wood/micarta, two different micartas, etc.) are cut and glued together in order to create what appears to be a bolster. You could also think of it as a jig to glue liners to the backs of knife scales. What material are these jugs typically made of?

Don't overthink it.
Most folks use a board and a clamp or two.
A piece of saran wrap or waxed paper under/over the pieces keeps them from getting glued to the board.
One thing that makes the assembly stronger and better looking is to bevel the joint at an angle in both directions ( so you see a 30 degree angle from the top and from the side).

I do as Stacy says with a 45degree angle.
I epoxy the bolsters to the tang first and the rest after that
