I have a belt sander that i am learning. I have a couple leather belts that I have not yet used. I have 2 questions

#1 which compound? I have Green, black, & white?

#2 can you describe how to apply to compound correctly, and when to know the right amount, and when to reapply?

Where did you get the compound?

When is enough? when the belt is coated (apply while running) a portion will come off with your first few pass so how much is not as important as with a hand strop, just don't go crazy with it.

I got the green and black compound from knives ship free. I got the white from Econ Abrasives

I'd probably just use the black and green but really only one is needed. Because you are using power equipment using belts or compounds that are close in abrasive size won't make as much of a difference as if you were doing it by hand.
