concave sharpening

i just received a new blackjack blackmoor dirk which isn't very sharp. one side is concave. all my knives can at least slice paper and it looks paper slicing is not an indicative of sharpness due to it to it's concave shape. i tried using steel and a strop which usually works on new knives that aren't to sharp. how do i sharpen this knife and test for sharpness. thanks for any input
 
i googled the knife you mentioned and after looking through all the ones listed, i only found a double edge dagger. maybe post a pick of your knife. i have sharpened quite a few knives over the years but more info is needed to help you.
 
one side is concave.


I think he means one edge/side is concave, and the other is normal whatever.
