I have had my eye on a Balisong that has a blade of 4.25 inches. Would it be illegal to own a blade this long in Illinois?

Yes, you can own it. That's not the same thing as carrying it with you. I believe that the state law does not have a length restriction, but some local laws (Chicago, in particular) have length limits.
