Continental hockey league advantage over NHL

I just found that Fedorov left Capitals to play in some Russian club. I was surprized first, but then my friend explained me simple thing.

In Russia "brutal Putin regime" set up income tax at the beginning of his term to flat 13% rate for everybody. So Russian club pay same money to player as American club but palyer has way more in his pocket! And so, many payers prefer to play in CHL rather then in NHL, of course Russian can not pay premium salaries yet, so Ovechkin, Malkin, Datsuk are playing here in US.
