Correct orientation of washers?

Hey all,
I was watching a YouTube about smoothing out the action of Benchmade knives. It was mentioned that because the PB washers are punched out that one side has a "burr" and the top side of the washer did not.
I have taken down many knives and honestly never thought that the washer orientation made a difference. Does anyone have any experience with this? I can tell when I polish the washers on my strop that one side has a high spot in the center, the other a low. Has anyone noticed a difference with what side is installed towards the blade?
 
I normally polish my PB washers on 1k, then 2K grit sandpaper then I strop it. I haven't noticed any of mine that weren't flat.

That being said I haven't noticed any difference in the action regardless of which side faced the slabs or blade.

Unfortunately the last washers I had out are back in my Endura. I'm not sure I described it very well in my OP - basically the washers seem to have a very slight dish to them from being stamped out. On my Endura it appeared that the hole had a slight chamfer on one side, but my Benchmades had a a slight burr from being punched out which can be lapped off.

If I only shoot for a polish on 50% of the washer, the very middle on one side and the edges on the other are not shiney because they are the low spots. I guess I'm not sure if this is from the manufacturing process or from being installed. I'm just curious if anyone has any thought about which side to install facing the blade.
 
I have seen this before. I put them in with the burr to the liner. I'm not sure if it makes a difference.
