Corrosion resistance, heat treated vs non-treated Stainless

I'm curious about how heat treating effects stainless steels corrosion resistance. I have a bit of "14c28n" that rusts quite easily, like D2. This is not heat treated and as bought still had black scale on it. Is this normal? Does 14c28n and other stainless steels only get "stainless" after heat treating? and to what extent can stainless become non-stainless?
 
Most stainless steels are much more corrosion resistant once hardened. Knifesteelnerds has an article or two if you want technical details.
