I spotted this in a museum in Marblehead, Mass, and think it would make a great tool. A broad-hatchet. The handle is probably 12-14" in length

That one appears to be double beveled. You'd have to re-grind a typical broad hatchet to get that edge. Single bevel and double bevel each have their own advantages for carving work. If you're interested in a double beveled work hatchet then check out a riggers hatchet, shingling hatchet or claw hatchet.

Also, if you plan to use the poll more than occasionally then I'd suggest putting a straight haft on it. But if you're mostly using the bit than go with the curved haft.

Makes sense! This is/was entirely a ceremonial "implement" for one time use by a novice and non-calloused hand and was chrome or nickel-plated to boot. Only performance specs for something like this: has to look good for the camera and has to cut through a rope in one swipe regardless of strength/inexperience/lack of skill of the wielder.
