could you use steel wool as a sacrificial anode for electrolytic rust removal? I understand that a large surface area is good. Is steel wool stainless (a no-no) or galvanized? ditto.

Steel wool is neither galvanized or stainless. It is oiled, however- so you would need to wash it.
