CounterTac1 + Ankle Rig = legal/illegal?

Hello everyone,

First off, i am 19 years old and live in PA, i cannot obtain a Concealed carry permit until i am 21(at least to my knowledge)

I'm having trouble interpreting the knife laws of my state. I currently EDC a spydey military, open carry using pocket clip and i tuck in my shirt so it is visible. However, i am looking to make an Ankle rig for my Counter Tac 1. Try to reserve judgement on weather or not i need to carry a dagger, ive heard it already.

I have sifted through google and the only 2 pieces of "law" i can find are these, and after reading them it seems to me that it is extremely fuzzy.

First: this is a quote defining what an offensive weapon is

"Any bomb, grenade, machine gun, sawed-off shotgun, firearm specially made or specially [**3] [*69] adapted for concealment or silent discharge, any blackjack, sandbag, metal knuckles, dagger, knife, razor or cutting instrument, the blade of which is exposed in an automatic way by switch, push-button, spring mechanism, or otherwise, or other implement for the infliction of serious bodily injury which serves no common lawful purpose"

In the bolded section, do they mean daggers, knives and razors that are automatic opening? or any dagger, knife or razor AND automatics? sorry if i'm wording this badly.


Pennsylvania - Pa. C.S.A. 18.908. Prohibited offensive
weapons. (a) Offense defined.--A person commits a
misdemeanor of the first degree if, except as authorized
by law, he makes, repairs, sells, or otherwise deals in,
uses, or possesses any offensive weapon.
(b) Exception.--
It is a defense under this section for the defendant to
prove by a preponderance of evidence that he possessed of
dealt with the weapon solely as a curio or in a dramatic
performance, or that he possessed it briefly in
consequence of having found it or taken it from an
aggressor, or under circumstances similarly negativing any
intent or likelihood that the would be used unlawfully.
(c) Definition.--As used in this section "offensive
weapon" means... any... dagger, knife, razor or cutting
instrument, the blade of which is exposed in an automatic
way by switch, push-button, spring mechanism, or
otherwise...

The language they use is beyond me to be honest and it seems it is purposefully unclear in order to allow the judge/police/lawman to judge for himself

Any input, advice or explanations would be greatly appreciated, i'm basicly looking to know weather i have to worry about carrying a Counter-TAC 1 on an ankle rig
 
My understanding is the bolded section only applies to switchblades, and no other type of knife. I live in MD to the south, and most of my friends from PA talk about how relaxed the knife laws are and that they can carry any knife they want fully concealed so long as it's not a switchblade. I could be mistaken but I will trust one of this forum's regulars who is from PA to correct me if I am wrong.

Of course one other issue is if you have local city or county restrictions (the US being a federal system). I know Philly has extremely strict laws on knives for example.
