Also, this part really confuses me: "Lancashire Police tell us that an “amnesty” program began at the end of August, and “more than 800 knives have been handed in across the county – including swords, machetes and commando knives.”
Most of the machetes I have handled/seen either have no poin on the end, or a point so blunt that it is unusable as a stabbing implement. Yes there are some machetes that have sharp points, however that does not seem to be the majority from my experience. I guess they just want to brag how "safe" they are trying to make things...
Where are you seeing the stipulation that "pointed knives" are the target here ?
It's an amnesty that is nothing more than a silly game they have played many times now to make the masses believe there is something being done about what ever it is they are told by the Sun or DailyMail is wrong. Typically "they" do nothing about the actual social problems and just blame an easy to blame item. The very same thing happens in the US so calm the beans guys.
Those that possess ingenuity will simply pick up flat mild steel (and skinny round bar) from wherever, and grind out untraceable knife-like objects to continue stabbing, cutting and slicing without concern.
Places like the UK are where prison-tech weapons flourish out in public.
