Looking at the Toor anaconda ..Its 3.75 inch blade so legal....My question is could the retention ring be an issue (brass knuckle stuff possibly idk?)

You are correct in that having a cutting edge less than 4" is legal.

As to the matter of a retention ring being potentially considered brass knuckles, the short answer is no. There are hard knuckle weapon bans in many states, but as of this writing, no court has ever ruled a mere loop that goes over one finger to be within the definition of those weapons. All case law I have read has been about purpose-made punching weapons that go over all four fingers.
