In general you should use the search feature before asking a question like this, as there has been numerous threads about California knife laws. The short answer is folders of all size are legal under state law, but some city ordinances have stricter limits. So you'd have to check the Santa Rosa municipal code if you're concerned. Also it would be illegal to carry a knife of that size on certain school campuses. Again do a search for more detailed information.
