I'm gonna suggest Bruce Evans. He's done a few balisongs in the past. And, he's a very adventursome maker always up to a new challenge.

Keep in mind that you're looking for custom work and you'll be talking to a well-established custom maker in Bruce. As the good book says, "The worker is worth his wage." Expect to pay a pretty good sum for such a project. Also bear in mind that Bruce has many clients. There may be a line.
Of course, your custom won't be Talonite, but Bruce does make his own damascus from everything including the kitchen sink. That could be nice too... kitchen sink damascus.
