I'd like to get a very light hawk head made that weighs only about 9 oz. This would never be used against wood or thrown or used as a hammer. I'd like something with an oval eye that would drop-fit on a handle I will make. Very light, rectangular blade with a 1 3/4" edge. No beard. No curve. No points. No spike. Edge to handle about 3½". No bulk. No extra mass. Tactical use/self defense only. A very fast weapon.

You may have already thought of this but the cold steel trail hawk is already pretty light. If you cut off the hammer end and thin the eye and bit I'm sure you could meet your weight and make a very formidable weapon.
This is basically what a maker who used to be on these forums named vector001 did, I believe he called them BUG hawks and put synthetic handles on them. I have a couple. They are light and fast...very cool blades.

I would suggest beaverbill.com

Bill is great and can make you anything you want. That being said his mouse hawk is pretty close to what you are asking for.
From Beaver Bill's site: "The Mouse Hawk comes with the same size sturdy hickory handle as the other models but shorter at around 15″ long. The blade is 3.5″ and the head length is 5.5″ weighing about 12oz."

You can mod any number of the CS hawks and get close to the specs you desire.
