The easiest way is to be literate in the language of the country (or countries) you're interested in. That's mainly because that will be the language they will set up websites in. Some do use English, but most do not.
Another good way is to be able to travel to various trade shows or trade centers. If you cannot do that gettig directories for these helps.
The internet makes it a lot easier to research things like this, but you are limited by the language barrier.
That being said, it's not hard to find makers from other countries right here on this board. Some who do not participate do get discussed. And depending on where you go it's not hard to find a knifemaker. I visited several in Europe last year that I met through the net.
Still, I never found that many "gnarly, ethnic" blades. For that I would suggest a trip to the Phillipines or Pakistan; they'll make anything.
