Cutlass Machete Blue Gunk

I just got my Cutlass Machete in today and when i removed the protective cardboard sheath there was blue gunk on one side of the blade near the edge. I tried wiping it off and it seemed like it stained the blade. Is this normal? If so, does anyone know what the blue gunk is? Thank you in advance.
 
Normally it is coated with a patrolium jelly like compound to prevent rusting during boat shipment. Try some wd-40 on a rag and see if it comes off.
