No, the coloration is part of the steel, not a surface treatment.

'Damascus' (actually 'pattern welded') steel looks reasonably homogeneous after polishing. It takes etching with ferric chloride to make the pattern distinct.

I am not 100% sure what you are asking. The sharpened edge of the blade will appear silver but since you do not sharpen the whole blade it will not be effected.

Keith; you are absolutely correct. However, what I envisioned was someone getting scratches on their Damascus blade, trying to polish them out, and watching the pattern disappear. Not knowing that it can be restored with etching could cause them concern.
