Dark Spots on Blade (Photo Provided)

I've done a bit of research on Patina development. I just wanted to make sure this was normal. It looks black to the naked eye. I keep it oiled with Choji and wipe it down after use. It's a hisshou if anyone is familiar (yk 30 steel I think). I've tried taking some lighter steel wool with clp or wd40 or other minor solvents and it doesn't seem to remove it. When I look at an angle, it doesn't seem that this caused a recess or any relief on the blade. Thoughts?

Thats rust... PITTING.

Live with it or mechanicaly remove it... Sanding it away.

 
Yes, looks like pitting. The rust itself may be gone/cleaned off, but the pits will remain unless some heavy sanding/grinding gets done. Not likely worth the trouble. So long as the blade is clean & dry (& oiled as needed), the pits themselves won't do any additional harm.

Rubbing the pitted area with a white pencil eraser will show if there's still any actual red rust in the pits. The white eraser will be stained red/brown, if so. From the pic, it looks pretty clean to me.

It does seem like pitting, but I have seen markings like that come off with the miracle cloth. If you don't see any depressions there is still a chance it will come off.
 
If you want to prevent it from getting worse you can polish the grind, notice how its not forming on the polished part, polishing the whole thing will make it so you don't have to oil it as much. Its harder for rust to take hold the higher grit finish is on the metal.
