Date of manufacture stamp on a Mann axe?

I have never seen one before. just thought it was kind of interesting. Its on the top of the poll 43, the bottom is stamped 4 which matches the weight within a couple ounces. I don't know what else it could be other than production date.

Its a True American with the USA stamp on it.
