I am doing some art work with steel(mild/low carbon) and was wondering if I could use a clay slurry coating to differentially temper a piece. I have a o2/c2h2 torch with both cutting and welding attachments. any suggestions would be welcome as this is my first venture into the world of tempering.

Yes you can .. You will get color where the clay isnt. Another good way is to use refractory cement of furnace repair cement..
