All I see is a weathered carbon steel blade, what defect? I'd chemically clean any red rust, polish the blade with progressive grit wet paper starting around 600 grit and stabilize the pitting by oiling the entire blade.

They look like rust/corrosion pits to me. They could be something more serious if this is a piece of hand-forged steel but it looks like an old knife blade to me.
