The idea of a bail out bag or a bug out bag is that if there is a disaster you can grab the bag and have everything you need to leave your current location quickly and survive in the cases of widespread distruction, riots, mass panic, etc. and for some people even chemical warfare.

Depending on who you ask, some people have enough supplies to last a few weeks and others have enough for a day or two. The contents can change depending on location and the type of disaster you can expect to have. (I.E. You might find a space blanket in a a bag used in the northern US, but would be less likely to find one in a bag used in mexico.)

Personally, I keep a few things in my school backpack and on my person.

First Aid Kit/CPR Mask
Rope and Carabiners
2-3 Flashlights+Batteries
Nalgene w/ water
Leatherman Charge XTi
Kershaw Folder
Windmill Lighter
Bandannas
Pens/Pencils+Paper

Its not a lot, but its with me almost all the time, and has the basics to make fire, transport water, treat injuries, etc. I have a more complete kit in my car which is designed more for roadside emergencies, but due to its weight would not be a good bail out bag.

my bailout bag isn't so much a bailout bag, its set up for an extended fight, but not long term survival. I think a terrorist attack type scenario like a bombing or shooting up a public place is far more likely than the zombie apocalypse that some people set their bags up for.

batteries, bulbs, light, chemlights, spare mags, zipcuffs, multitool, OC Grenade, OC decon whipes, notepad, pens, small blowout med kit (cinch tight, primed gauze, traumadex, gloves), spare glock parts.

Seriously though , there are like two or three pretty big BOB threads going on over at Wilderness and Survival.
 
Um the most important thing I would put in mine is a pistol and at least a couple boxes of ammo. A flashlight, small first aid kit (only the stuff for real emergencies, don't need to no band aids or nothing, disinfectent, duct tape and some gauze do wonders), a few MREs and some water. A good fixed blade knife for wild game and some rope. You should be able to come by anything else you want.
