Delica: C11PSOD

I picked up this Delica (black PS blade, OD green scales) at this week-end's gunshow because I had never seen this version before. When doing my subsequent research, I can't find much mention of it. Was this version one of the "military personnel only" models like the special Native models I've seen?

According to Spydiewiki, it is a Delica 3 model from 2004.
