Did Buck Make this?

Did Buck make the knife on the top? It is the exact same size as the 110 below it with the exception of the blade which is 1/8 inch shorter.

I'd say not.

The hilt/tang shape is different.
The pins (inc. rocker pin) are different.
The nail nick is different.
It's a non standard blade size for a 110.

And to my knowledge Buck knives are always identified, except perhaps for the very early pre-factory ones.
I think Buck didn't patent the 110 folder, so there are several imitations.
 
Does it have a country mark on it? USA or other? Buck didn't make any 110's overseas that I'm aware of.

Don't think it's a Buck, many things different just via a short look. Different blade (as you mentioned), different nail-nick style, different rivets, and the bolsters are not cut the same.

The Buck 110 is one of the most copies designs in the knife world. Could be a good knife, but I don't think it's a Buck.

Ohen is right, the 110 is the single highest selling knife, of any kind, in history and is also the single most copied(although certainly not the correct word) knife in history.........period. It surely wouldnt have Lansky tang stamp if Buck made it, and it would make no sense for Buck to mimic the 110 for someone else-never seen it before. The only exception I can think of(and there may be others) is the Bass Pro Shop's Redhead "by Buck" but it, I dont believe copies directly any current Buck factory design, but are a model design unto themselves. Someone please correct my unresearched answer about the redhead if its not correct or complete.
 
Having other companies 5" folding hunters, I would say that it is a offshore copy of the Buck.
