Did the military ever come with Phillips screws in the clip?

I've seen a known legit [and old] milli with them, iirc I've seen several other older models with them as well.
 
Yeah, my OD green military with D2 came with phillips on the clip, everything else is torx...except for the main pivot which is allen.

My BG-42, D2 and older S30V Millies are like that. It is just lately that everything has become torx (which imho is an improvement)
