Differences Between Tenacious Folders?

Many of you know that here in Oz we have great difficulty importing any sort of half decent folder. In the course of researching my case for importing a Spyderco Manix 2, Lightweight, I was pretty surprised to find that the blue Tenacious is listed as a controlled knife, whereas the regular black Tenacious isn't. Can anyone think of any reason for the two to be different? The Customs boys, and girls, like to apply a robust flick test, which it would appear was passed by a black one and failed by a blue one. Is there any reason for this, or did they just get a slightly sloppier blue one, which happens occasionally. I mean, even Spyderco's quality control isn't perfect! Your thoughts?
 
Probably 2 different government drones inspected the respective knives. One drone could care less about knives, the other probably has a hard-on for "weapons."

Likely personal bias.
