Hmm. I *think* that the older ultralights used a pin that was press-fit through washers on each side. Can you see any hint of a smaller circle within each of the silver circles around the pivot? If so then you can
- make sure there is no debris stuck between the blade and scales, or the rest of this will be useless
- Get two washers with inner openings bigger than the pivot
- use double sided tape to tape them to the silver circles so that the pivot can be pushed through the middle
- put the knife in a vice so that each washer is touching a jaw, with just enough tension to hold the knife in place
- tap the vice handle to tighten just a touch, since it's much harder to loosen once you have over-tightened!
- remove the knife and check if it's tight enough, if not repeat with just a touch until you get it where you want it to be
- remove the washer, and now the pivot will stick up in the middle of one or both sides, so you will need to carefully sand it flush.

Those round things are probably bolster caps like the pieces that used to fall out of Gerber Bolt actions of the same era. If you can get them out without destroying anything you will likely find the pins. It will take 3 hands but you can support the pin on one side with a flat punch and use a punch on the other pin to tighten it up a bit.
I am not 100% certain but that was a common design before adjustable pivots became a thing. The caps are probably epoxied or press fit or both.What makes you think they are caps? They are flush with the micarta so no way to get under them if they were caps.
